Elvis In Paris 50th Anniversary

After a strong lobbying by the French Elvis My Happiness fan club the French Postal Service Agency (La Poste) will finally release an Elvis stamp, authorized by EPE. Two different objects will be published to honour the main artist of the 20th Century: a postal stamp and a prepaid envelope, both with 2 specific usual bearing Elvis face.

These are genuine and official products released by the French Postal Service Agency, and not unofficial “stamps” as those issued in other countries (Congo, Guinée, Guyana and so on). Elvis My Happiness will launch a priority subscription for collectors worldwide and more information will be available very soon

Regarding all details: release date - probably October 4th 2009.

Can someone help me out here. Why are the stamps from the (Congo,Guinee and Guyana) unofficial. I take it they cannot be used for sending letters. So who prints them then.
